Offender Learning

On 1st August 2008, City College Manchester merged with Manchester College of Arts and Technology (MANCAT) to become The Manchester College.

City College was the largest and most successful provider of offender learning in England and was recognised by the Learning and Skills Council (LSC) as a key partner in the Offender Learning and Skills Service (OLASS). Its provision was also delivered within the community to newly released offenders and learners on court orders, helping to address local targets for NEETs (young people not in education, employment or training), worklessness and employability.

MANCAT's preventative and post-sentence support for offenders was recognised as outstanding and was consolidated through key partnerships with Connexions, JobCentre Plus, youth offending teams, the Probation Service, youth services, voluntary and community services.

After successful bids in OLASS 3, the Manchester College currently manages 78 learning and skills contracts across England for offenders in the custodial estate and within the community. As the major provider, the College is now in a key strategic position to improve the quality and the quantity of learning for offenders. The College delivers to all categories of offender learners, all ages and both sexes, and employs staff in managerial, tutor, vocational tutor, learning support and business support roles.

The Manchester College delivers learning and skills in Her Majesty's Prisons, Private sector prisons, approved premises, Immigration removal centres and within the community. All accreditation offered to offenders is nationally accredited and transferable to other centres of learning.
