The New Roads and Street Works Act 1991 (NRSWA) is the legislation that enables utility companies to place and maintain their apparatus in or on the public highway. It was the follow on legislation from the Public Utilities and Street Works Act 1950.
Streetworks contractors have a responsibility to ensure that their employees are competent in their job. Current legislation requires that at least one operative in each gang is qualified.
This course is designed to ensure that operatives involved in road excavation are aware of the Act and are equipped with the knowledge needed to work in a way that ensures disruption to all road users is minimised as far as possible, the integrity of the highway structure is maintained and that the safety of those using the highway is not compromised.
Areas covered by the course include:
- Location and avoidance of underground apparatus
- Signing lighting and guarding
- Excavation in the highway
- Reinstatement and compaction of backfill materials
- Reinstatement of sub-base and base (roadbase) in non-bituminous materials
- Reinstatement of cold-lay bituminous materials
- Reinstatement of hot-lay bituminous materials
- Reinstatement of concrete slabs
- Reinstatement of modular surfaces and concrete footways
This qualification is assessed by observation on the job and oral/written questions.
Successful learners could progress to the NVQ in Construction and Civil Engineering. Those who progress to supervisor level could go on to do complete the City & Guilds Streetworks Excavation and Reinstatement Certificate for Supervisors.
This course is aimed at road excavators currently practising streetworks.
Completion of the City & Guilds Streetworks Excavation and Reinstatement Certificate for Operatives enables the holder to acquire the Streetworks Registration Card which enables operatives to work legally on the highways.
